An upstate New York native, Phil has degrees from the State University of New York at Albany and a doctorate in history from the University of Toronto, focusing on the history of diplomacy. His research focused on German economic exploitation of occupied Denmark and questions of Danish economic collaboration with the Nazis. After more than a decade in teaching history, including teaching four years at West Point, he became increasingly engaged in politics and government. After serving as senior advisor and organizer for the Kirsten Gillibrand for Congress campaign in 2006, he served on her Congressional staff. From 2008, he worked in the Paterson and Cuomo administrations in the field of agricultural policy and rural affairs. From 2017, he worked for Harlem’s then-Senator Brian Benjamin, performing policy and legislative work relating to social and economic justice and criminal justice reform. He his time between Kinderhook and Willsboro, New York.
